Go to the Android Market and download - Quick Settings, the free version by Sergej Shafarenka.  Once downloaded, open it up and you will see a button marked Mobile Data that can be toggled on and off.

I've been using this app since I got my Captivate 2 months ago and it works perfectly.

Good Luck

So this fix allows you to disable your data so you can't use it when this it toggled on?

This app toggles your mobile data on and off. I have a 2gb month data plan so I really don't use it. I did try it once. I turned WiFi and mobile data off and I could not connect to the market or the internet with the browser. I could not send a picture message but I could send a text message.

AT&T has disabled turning off data alone and relying on Wifi, so to get around that you would have to flash a custom Rom.

Upgraded to the stock Froyo update and there is an option in the Wireless and Network settings under Mobile Networks to "Use Packet data (Activate data network)"  Turn off this option and your data plan is disabled.  However you will still have wifi access.  Works for me!
