OK I've tried everything. First cord didn't work. I bought a 3.5mm to 3-RCA adapter off the internet, cheap. Tried switching yellow for red, and white, TV out is checked, and its set to NTSC. I made sure everything is connected all the way and directly to the TV... so I spent $ for a Samsung brand cord that's meant for this purpose on the Captivate. Same exact problem with the scrambled picture, and loud buzzing audio. I'm very frustrated. Is there a problem with my phone? I've looked on other boards, and that's where I figured the problem must be the cheap cord I got, so I got the Samsung cord thinking this one's gotta work. Somebody please help. I don't know what else to try.

Just brainstorming.  Try to restart the phone and reset to TV out - maybe clear the cache and the dalvik cache if you feel like it (if you are running a custom kernel).  Then plug in any single plug into the either the red or white input on your TV and see if you get any sound.  Repeat with them all until you have two sound cords.  The other will be video.

Or maybe you don't have the plug pushed in all the way into the phone.  I had that problem once.

Lastly, change ROM/kernel if it's important.

Thanks for the help. I'm not rooted. I tried it first on my Kies Froyo update, then recently on my Kies. 2.3.5 Gingerbread. No luck even with it plugged in all the way. I'm upgrading to the galaxy s2 though. Should arrived in a couple days. Hopefully ill have better luck with that. Wish me luck. Thanks again
