Look for an app called SGS Unlocker from the Android Market.  You should be able to get on wifi even without the SIM card or phone unlocked.  Once you have that, run it and it will give you the unlock code in a .txt file and email it to you if you like.  Write the code down, turn the phone off, put in the SIM, start it back up and enter in the code and you should be golden.

The SGS has the unlock and unfreeze codes on the phones themselves so no need to pay someone for them...Sorry you got scammed.

Hmmm...

You did the "Samsung Galaxy S Unlock Tool" from "DeGentooBoy" correct?  The free version?   Says it works with root and non-root phones and mine was definitely not rooted when I used it.  Double-check that you have the right app and maybe try to uninstall/reinstall if you do.
