Go into the settings>wireless and network>tethering and portable hotspot Click on USB tethering (this will start the service) and you will see a blue icon appear. Now take the cable out of the phone and pc. You can uncheck USB tethering. Anyways...the fix worked for me for two days and its no longer working for me so this whole thread can be deleted. I did this right after I upgraded to GB.   I haven't had the Tethering issue since (6 weeks) Yes, you then have to reload your Apps, but I didn't have that many, and I've read it is better to reload the apps onto a fresh GB upgrade rather than trust that the AT&T upgrade did a perfect job in keeping them all in place and compatible. So far the factory reset is keeping the tethering manager error away, but if it comes back I want to be prepared.
